Chris Forbes
Strategic Advisor
Chris Forbes is a former Government of Canada Deputy Minister with more than 15 years of senior leadership experience at the center of federal economic and fiscal policy.
As the Deputy Minister of Finance (2023–2025), Chris led development of the federal budget. This included the shaping of the Government of Canada’s fiscal policy strategy, as well as providing advice on tariff responses to US trade actions and specific spending, tax, and financial sector policies during a period of global economic disruption.
Previously, he served as Deputy Minister of Environment and Climate Change and of Agriculture and Agri-Food (2017–2023), leading large, operationally organizations and overseeing regulatory frameworks across environmental, agricultural, and trade domains. His experience includes international negotiations (CUSMA, TPP) and extensive collaboration with provincial, territorial, and Indigenous partners.
Chris holds an MA and BA (Honours) in Economics from McGill University.
