Clear Strategy is seeking a dynamic and versatile professional to join our senior team in an exciting new role as Finance & Operations Leader. Reporting to the CEO, this role offers the unique opportunity to contribute to the financial and operational success of a dynamic and growing public affairs advisory firm.

As Finance & Operations Leader, you will oversee critical business functions, including financial management, compliance, operational efficiency, and HR.
This role is ideal for someone who has start-up and agency experience, combines strategic thinking with attention to detail, and enjoys collaborating with cross-functional teams.
Key responsibilities include, but are not limited to:
Financial Planning, Analysis & Operations
Develop and manage the annual budget, including revenue forecasts and expense planning.
Prepare financial forecasts, operational reports and long-term plans to support strategic decision-making of the Leadership Team.
Lead the development of annual business planning and operational KPIs, and strategies for maximizing working capital.
Produce monthly reports (financial, operational and company utilization), support quarterly business reviews, and monitor cash flow.
Implement and maintain financial systems (e.g., QuickBooks), operational systems (Monday.Com, Harvest) and streamline processes.
Accounting & Reporting
Oversee day-to-day accounting operations (AR & AP), payroll, and expense processing.
Ensure timely preparation of financial statements and compliance with tax regulations.
Manage client and non-client contract reviews and execution.
Compliance & Risk Management
Ensure compliance with financial regulations and lobbying requirements.
Manage internal controls, insurance policies, and risk mitigation strategies.
HR & Operations Management
Oversee recruitment, onboarding, performance management, and employee relations.
Support a productive work environment through office (remote work) and IT management.
Develop, implement, and improve HR policies and procedures.
Ensure compliance with labour laws and regulations.
Company/Office Management
Oversee and manage relationships with key vendors and service providers.
Negotiate contracts and ensure delivery of services in line with agreements.
Oversee the planning and execution of internal company projects to ensure successful, on-time, and within-budget completion.
Preferred skills & qualifications:
Finance & Operations
Bachelor’s degree in Finance, Business Administration, or a related field (MBA or CPA preferred).
Minimum of 5-10 years of experience in finance, operations, or management roles, ideally within professional services or start-ups.
Proven track record in financial planning, budgeting, and compliance.
Proficient in financial systems like QuickBooks and operational tools (project management, time tracking and forecasting, CRM).
General
Strong leadership and team management abilities.
Excellent organizational, communication, and interpersonal skills.

Role: Director, Sustainability Policy and Public Affairs (United States)

Clear Strategy is seeking a U.S. Director of Sustainability Policy and Public Affairs to join our growing team and help lead the organization’s policy development, stakeholder engagement, and reputation-building client work in the areas of the circular economy, sustainable agriculture, climate, and more.
As a senior leader within a small, collaborative team, you will drive client strategy, lead execution, build team capabilities and expand Clear Strategy’s services. This role is ideal for an entrepreneurial professional with a passion for sustainability, who thrives in a fast-paced, client-focused environment.
This role offers high visibility to clients, allowing you to have an impact through day-to-day account management and lead both strategy and execution for client engagements. This is also an exciting opportunity to help build the growth strategy for our consultancy and further your professional objectives alongside an experienced group of public affairs leaders.
Key responsibilities include, but are not limited to:
Client Strategy & Advisory
Lead the development and delivery of tailored policy and public affairs strategies addressing sustainability challenges and opportunities for a diverse portfolio of clients.
Serve as a trusted advisor to clients, providing expert guidance on policy trends, regulatory risks, and stakeholder engagement opportunities.
Oversee the preparation of policy briefings, position papers, stakeholder maps, and advocacy materials.
Policy Analysis & Development
Analyze legislative and regulatory text, summarize relevant findings, and assess potential business impacts.
Support clients in making the case for public affairs and policy engagement, demonstrating the impact on business priorities and the bottom line.
Support clients with cross-functional ways of working and information gathering to develop policy positions that reflect external stakeholder expectations and political realities and further clients’ sustainability and business objectives.
Develop high-quality written materials for use with a variety of audiences including internal decision-makers, stakeholders, media, and policymakers.
Stakeholder Engagement & Reputation Building
Develop stakeholder maps and engagement strategies to help our clients advance their policy, sustainability, operational and reputational goals.
Support our clients in cultivating relationships and amplifying their influence with key external stakeholders-including policymakers, industry associations, multilateral organizations, and NGOs.
Represent Clear Strategy and our clients at industry events, policy forums, and stakeholder meetings, acting as an effective spokesperson and advocate.
Business Development & Thought Leadership
Identify and pursue new business opportunities, contributing to proposals, pitches, and client acquisition.
Develop thought leadership content (e.g., articles, reports, webinars) to position Clear Strategy and yourself as a leader in sustainability policy and public affairs.
Stay abreast of market trends, emerging issues and best practices to proactively recommend new service offerings or areas of focus.
Team Leadership & Collaboration
Mentor and support all team members, fostering a collaborative and high-performance culture within the team.

Preferred skills & qualifications
10-12 years in sustainability policy, public affairs, or stakeholder engagement required, with a strong preference for consultancy or in-house public affairs experience focused on environmental sustainability.
Strong preference for candidates with experience in circular economy policy development and/or implementation.
Strategic thinker with an excellent grasp of sustainability issues and policies, factors that influence policy making, and stakeholder engagement and communications strategies to advance policy and business objectives.
Proven ability to develop and execute policy strategies and stakeholder engagement plans for external or internal clients.
Strong knowledge of the U.S. and global external stakeholder environment and influence matrix on circularity and other priority issues.
Ability to synthesize information and take the initiative to quickly produce relevant content (e.g. briefing and strategy documents, presentations and external communications) to advance client success.
Excellent communication skills, including public speaking, client advisory, and the ability to translate complex policy issues for non-expert audiences.
Experienced project manager, with exceptional attention to detail and organizational skills.
Strong people leader, able to motivate and support team success.
Curiosity and a desire to learn, develop new expertise, and problem solve.

Clear Strategy is seeking two Policy and Public Affairs Consultants to join our team. These roles are both client-facing and will support an exciting client roster with government affairs, public affairs, stakeholder engagement, communications, policy, and advocacy.

These roles are a perfect fit for those with a passion for politics and policy, and are interested in building strategies to help shape the external operating environment. The ideal candidate will be someone with an eye for detail, and an ability to manage multiple project streams while working in a dynamic environment.
Key responsibilities include, but are not limited to
Legislative, traditional and social media monitoring in order to:
Identify emerging trends, opportunities, or risks.
Prepare updates for clients, ensuring timely, and accurate dissemination of information.
Supporting diverse client accounts through:
Desk research, project management, and coordination.
Producing well-structured and detailed reports.
The development and execution of stakeholder mapping and engagement exercises, including direct lobbying if not under a lobby ban.
Building key messaging and communications strategies, including media relations.
Contributing to client deliverables, including meeting agendas, stakeholder maps, briefing and strategy documents, stakeholder letters, and emails.

Reporting to the Vice President, this individual will serve as a core member of the Clear Strategy team, leading an exciting client roster and providing expertise in government affairs, public affairs, communications, stakeholder engagement, policy and advocacy.
This role is a perfect fit for someone who has agency experience leading the development of broad public affairs strategies and executing multiple projects in a fast-paced environment.
The successful candidate will lead several critical accounts that will involve designing and executing strategy, developing and reviewing client deliverables, training and mentoring staff, and project management.

Key responsibilities include, but are not limited to
Lead and manage client engagements from conception to execution. Initiate, create and execute work plans and key deliverables for our clients.
Establish and grow trust with our clients by demonstrating strategic thinking, subject matter and sector expertise, and an ability to identify and act on emerging opportunities and challenges.
Develop high-quality, client ready deliverables for use with a variety of audiences including stakeholders, media, policymakers, and internal decision-makers.

At least 7 years of relevant professional experience in Canadian government or public affairs.
Experience working within a public affairs agency is considered an asset.
Familiarity with sustainability, circular economy, energy, health and nutrition, agri-food, or industrial policy would be an asset.
Experience researching and summarizing complex policies for a range of internal and external audiences, with specific ability to communicate and engage confidently with executive leaders.
Ability to apply critical thinking, creativity, and industry knowledge to address client needs effectively.
Outstanding oral, written, and interpersonal communication skills.
Experienced project manager, with exceptional attention to detail and organizational skills.
